Exit Plan?

Arnold has denied Bush's request for troops to secure the border. One of Arnold's objections was that there was no clear end to the mission.

So, to get this straight...Arnold wants an exit strategy for for troops in our own country? Hmm, where else could we use an exit strategy?

One would think that border enforcement would be sort of an ongoing thing.
