Here is another video from Steve Gould, candidate for Simi Valley School Board. In it he talks about C4 the bond that is paying for school remodels across the district. Some critics have attacked the oversight of the bond and the rate at which inflation has caused projects to be shelved.

Just one clarification on the bond. One of the major groups leading the complaints is/was the oversight committee. If you read the performance audit available on the school district website and the overisght committee's comments, you will see where many of the issues lie.
I have commenced a public records request with the school district to evaluate their "change orders" by campus as inflation seems to be moving at a much higher rate than inflation in the rest of the economy and a much higher rate than construction inflation in our local economy.
What are "change orders"?

A change order is an order from the general contractor of a project as a result of a material price change in the budgeted items. Basically, it indicates a change in price upward. An evaluation of this documentation needs to be done to really evaluate proactive performance management by PMI.
What needs to be looked at is where these change orders are coming from. If they are material based change orders than this would lend to the inflation argument, but if they were personnel change orders on project than they would not be.
The most recent press release indicates it's inflation driven, but does not really get into the details on where these inflationary issues are hitting and what proactive responses such as material price locks are being taken.
C4 also has financial dangers coming in the next few months if it's already being rattled by inflation. Construction material will be flowing very heavily into the Gulf States as the Katrina rebuilding phase moves from planning to implementation. Material costs will be driven even higher.
We are already seeing this in the markets, but I'd like to know what the trustees are going to do to make sure we get as many projects that were promised in 2004 completed?

The video is entertaining, in that, with all that bond money on the table and just 30 seconds or so to tell us what he would do if elected, Gould focuses on the lawns not being watered.

Watering the lawn and new sod aren't listed in the bond projects, and that wasn't the point. Gould should be focusing on ways to improve campuses that actually improve learning.
I guess his campus improvement strategy is new lipstick on the old (campus) pig.

Sounds good to me. and I agree lawns do need fixing, When I was looking at the schools when I first moved out here, what do you see first-
the grounds. I know some of the schools have beautification days. He is ready to go to work, being on the board before.!!

Why doesn't he ever write about the mistakes being made in Texas education? Is it really that good there? I heard you need a passport and a few shots to go to Texas.
