Welcome to the first of hopefully many installments of Ask Barbra.
Barbra Williamson is a local Simi Valley city council member and an advocate of digital democracy.

If the Nubian Dwarf Goat issue that the Planning Commission had rejected had come in front of Council, how do you think you would have voted?
Do you believe that the Nubian Dwarf Goat deserved a special pass, as the Pot-Belly Pig did? Or do you believe those kind of animals do not belong in a single-family neighborhood?
Which I think draws to a bigger issue and you having lived in Simi a long time can probably appreciate. It seems that Simi is pushing towards a high end neighborhood and abandoning its rural roots. Do you believe that the rural character of Simi is gone and people need to grab on to the new trend of high priced homes and SUVs? Or do you think we have gone to far away from Simi's roots and need to return (people riding horses down main thoroughfares and farm animals allowed in houses around town)?

What do you think of elected officials that refuse to engage in dialog with "joe-blow citizen"? Do they also refuse to engage in dialog with other elected officials? How does anything ever get done? Are there good lines of communication between Ventura County and Sacramento? Between the various cities?

OK, here it goes...
Some of you may remember that prior to my election to the City Council, I was a Planning Commissioner. It is the Planning Commissions responsibility to adhear to the General Plan and zoning ordinances of the city. I don't believe that any farm animal should be housed in a residential zone, unless it's in an animal overlay zone..period. So no, I would not support the goat issue. However I did speak with Debbie and found a person who would allow her to keep her pet goats on his property until the issue was resolved (at no charge to Debbie).
I don't think the CC is looking to turn Simi Valley into Beverly Hills...or Thousand Oaks for that matter. I do believe, however that residents want to maintain their property value in accordance as to what they paid for it. I remember getting a phone call from several residents in the Shea Development South of Royal near Sequoia where the three Habitat For Humanity homes were going to be built, and these people were so angry to think that the City Council would allow "low income" housing in their neighborhood. I told them if they didn't like it they could always move back to where they came from. Believe it or not, the residents of the community dictate what is acceptable to them and what is not. It is my believe that the majority of our residents want comfort and high-end property values,which does not allow for horses going down Los Angeles AVenue...they are, however fine on the trails which have been provided by the city and park district.

If an elected official refuses to engage in dialog with "joe-blow citizen" I personally don't think he/she belongs in politices. I can't speak for other elected officials. I have always made it known that I will listen and speak my piece. If you disagree with me fine, but you always have the ability to change my mind. I don't know anything about Ventura, except the rumor floating around is that their City Manager is the 8th Council Member..
I believe the East end of the County always thinks we get the short end of the stick when it come to $$$ or decision making, but I am hoping Supervisor Foy will make a strong stand in turning that around and getting us more services..especially where the Court House is concerned.

When the Acorn ran that "Official" picture of me, I had two people leave a message on my cell phone saying really nasty things about that picture. They mention how old I was and that the picture was 15 years old,was it my high school picture? oh my gosh, they were terrible, and of course, they didn't have the nerve to leave their names...ya, political life, she be good to me.. LOL
Yet, everytime I post a picture of Elton Gallegly with a mustache I get complaints. I thought people like younger pictures of themselves.
Barbra, did you agree with the rest of the council that things like hot dog carts need to go?
Yes. How can you let one person sell hot dogs, and not let another sell roses or strawberries? The people who are blogging and complaining, don't hear the complaints and phone calls we get about peddlers on the street corners. They liken it to the San Fernando Valley..and we all know what Simi Valley thinks about the valley....

First let me say I'm glad you are on our city council. I don't always agree with you but at least I know you'll talk to me and really listen.
I personally hope Paul Miller will step down as Mayor and that you would run for that seat. Paul is such a boring Mayor and I like your style of taking issues to the people. As for our other councilmembers they should find new employment. All Glen Baccerra does is try and make himself look good. It's time for some new councilmembers and YOU as OUR MAYOR. Thanks for all you hard work.

According to the paper this last week our police emergency response time is 4.4 minutes. Simi used to have less police covering more residents with a faster time.
Now Simi has more police covering less residents, but our emergency response time have slowed by about a minute from 2000.
It seems the council is adding more police and adding more equipment, but our times are slower than before.
In your view what is going on?
If certain areas such as our larger commercial developments or multifamily dwellings are sucking up all our police's time, would you think it's time to start fining sources of the problem?
BTW: just so everyone else knows, Washington DC's emergency response is 8.2 minutes, so we are still doing well, but just don't want to see increases.

One other thing Barbra, I'm glad to hear you told people whining about their property values and the Habitat homes to go back to where they came from.
In my view, they don't represent what is best about Simi Valley, yet we seem to be getting more and more of them.
These people are probably the same people that bought three speculation homes in Simi neighborhoods with teaser floating rates and are now getting punched pretty hard.
The only way they can recoup their money is for their personal home value to go up to refi or they try to jam in 14 to 21 people who pay rent.
Then, they turn around and blame street peddlers when their values are dropping. Talk about misplaced blame.
Maybe it is also the fact there is more traffic for police to deal with then there was in 2007.
First let me thank "Big Fan" for your kind words..I can't say that running for the Mayor's slot hasn't crossed my mind, but I am not so full of myself to think I could actually win. Besides, being Mayor means you have to run the meetings, keep everyone under control, and do alot of public speaking, and I am not one who likes to do that. After 15 years, I am still uncomfortable with flapping my jaw...LOL
Regarding police emergency time response, please keep in mind, the patrol area is much bigger. You now have Big Sky to contend with, so I think all in all, 4.4 minutes is not something we need to be concerned with....yet! I wouldn't like to see it go any slower, and I beleive the Chief is aware of the Councils feelings. Just another side note, it is very difficult to recruit new police officers these days. Our young men are either being deferred to Iraq or finding other means of employment. Last I heard, the PD was down three officers, and that certainly can hinder response time. And yes, traffic is also a factor.
I haven't seen too many major improvements to our community that Williamson didn't had a hand it. She is responsible for slowly turning a Barstow into a Westlake. If we just had the lake, that would be the frosting. Just imagine what she could do for us if she was up in Sacramento.

What is your opinion on School Board Trustees receiving as much as $10,000 per donation from developers? A Trustee who refuses to be available to the public and reports that their biggest accomplishment was building a $19 million dollar Educational Conference center that the County will "rent out" to supposedly recoup costs.
A Trustee that claims to be an "Educator" when they are actually a Developer?
Do you believe that someone should claim to be an educator and pose as a teacher on campaign literature because they were appointed to a School Board by four individuals that do not live in District Four?
According to the City Website on ethics for Council Members and appointees, they are not supposed to use the city property or city logos to promote or implie the city's endorsement. Yet Kunicki and former Mayor Bill Davis posed on campaign literature in front of the Simi Valley City Hall sign. Do you believe this was ethical?
When a new development is proposed do you think a School Board Trustee whose campaign was paid for by developers will advocate for the maximum amount of fees from development to support our infrastructure and schools?
Why would a City Council Member endorse such a candidate?
What should we do about our youth that we educated locally, migrating outside of our city and County to seek gainful emplyment and affordable housing? How can we retain our future work force?

Why did Kunicki step down from the planning commission? Were you on the City Council when this transpired? Was he a paid consultant to developers, reviewing their projects and making recommendations for approval to the City Council?

I started this several hours ago, and a customer came into the bank and I had to stop, and bing da bang...everything went away...I hate that.
Taking $10,000 from any one, developer or not, I don't think is a good thing. However, look what happened to Strickland when he took the gaming $$$. The voters rejected him.
People can "claim" to be whatever they want...as long as the electrate lets them get away with it, shame on them...
I know the code of ethics says you are not to use the city logo or name when campaigning, however, I don't think doing so will get you elected. I believe it is the message to the voters that will do that.
No elected official or staff person has the power to grant a reduction in development fee's. However, when a development agreement is in place, some fee's will change in accordance with the agreement, but that goes to a vote of the entire council. I can't think of any fee's the trustees have control over. Even the Qumiby fee's are a set amount based on the land value.
Endorsing a candidate is a personal choice. Some people chose to vote for whom they believe to be the best candidate, or one that has a broad agenda, not a single minded one.
I was on the City Council when Mr. Kunicki stepped down. And I believe he was asked to do so. I don't know if he was a paid consultant at that time, but I do believe he was working with the Parker development. He may have had other clients at that time, but I wouldn't want to say something that I dont' know for sure. If I knew..I would spill my guts!

I hate to pop your ego bubble but you should not be on the city council. We need more Dean Kunicki's who know how to make things happen and who doesn't sell out the Republican Party. You supported Jim Dantona for Supervisor probably the best connected Democrat in Ventura County and maybe the state. Shame on you Barbra, Peter Foy has proved you have no idea what your talking about. Peter Foy has done more in a few months on the board then you have in all your years on the council. You have your nerve even questioning Dean, you have no knowledge of him helping any developers yet you throw out statements like he was asked to leave, he was never asked to leave you helped push him off. Republicans get ready because we are going after Ms. Williamson for her awful role in the Dantona Campaign and betrayal of the Republican Party. See if you can hide behind Dantona now. Your days on the council are numbered and I couldn't be happier.

Barbra, as a lifelong Republican I apologize for the previous post from "Barbra needs to go". I think it is obvious who is selling out the Republican party - the right wing extremists - and the recent California elections were proof of how wrongheaded their strategy is for California.
We need people who are willing to work across the aisle and are more concerned with the community then advancing their personal careers. You do take unpopular stands and I often don't agree with you, but at least you provide direction and leadership - which is sorely lacking in this county and in Sacramento.
I would love to know what Peter Foy has accomplished in his eight weeks or so in office - he would probably be equally suprised to learn how effective he has been.
This is one Republican who won't be going after you and I suspect there are many more who live in Simi who appreciated the fact that you supported the person you believed was the best candidate for the job of County Supervisor. Ventura County needs more elected officials that have the courage of their convictions.
I appreciate the fact that you are willing to take a position on virtally any questions asked. I wish Glen B. and the other members of your City Council would considering doing the same.

Thanks Katie. The only agenda I have is to represent the residents of Simi Valley to the best of my ability, period. I recognize I can't make everyone happy or that they will agree with me on every issue, but at least they know where I stand from the get go and that I don't play games.
I am sure that mail piece would be great. Vote out a person from a nonpartisan position for not being partisan enough.

Thanks Barbra for being brave enough to field questions in this blog and being willing to give direct answers. I think it is important for our elected leaders to be accessible to the public. I also think that this type of forum provides an opportunity for more positive, constructive dialog, instead of the usual generalized bashing of our City Council that I read in a lot of other threads. I believe that yourself and the other members of the City Council try their best to balance a variety of competing interests. We all live in this community together and we all have a vested interest in making it a great place to live. I don't agree with all the decision of the council, but on the whole I think you guys have done a good job.
My question to you is this. Given that 80% of the population growth in Ventura County is internal instead of external (e.g. people having children versus immigration), what is your opinion on the success and the future impact of S.O.A.R.? By restricting development to the point where it cannot keep up with the growing demand for housing aren't we telling our children to find somewhere else to live? The latest demographic information on Ventura County shows that population growth is slowing dramatically and aging rapidly. That seems to indicate that we may be evolving toward a community of wealthy senior citizens, with the younger generation forced to move away to find more affordable housing. Do you think that S.O.A.R. is a good policy, a bad policy, or a mixed bag?

Sgt. Shriver..If you take a look at the City Budget, you will see that the Police Department gets the biggest chunk of dollars. WE take very good care of the PD and I think the proof is in the pudding if you ask ANY officer. The Police Foundation provides for "extras" and if you would like for me to be mores specific on the extras I would be happy to.
Bubba, I didn't support S.O.A.R. I believe it is the responsibility of the elected officials to make decisions on land development...ya I know, we have failed miserably at it...but with the NIMBY feelings in most communities, I feel certain that our children and grandchildren will be feeling the effects of this law for a long time to come. The City of Simi Valley had the wisdom (before I was elected, although I was involved in our community at the time, and worked for the passage of the ordinance)to pass the hillside ordinance...now some people think that we violate it on a regular basis, but nothing could be further from the truth. If a developer pulled permits before the ordinance was in place, then they were exempt from the law..

Thanks Barbra. I also know that the council gets a lot of complaints from residents about the development of parcels where the permits were granted many years ago. Part of the issue is that people tend to make generalizations or assumptions about things but don't really get involved enough in their community to know the process of how things get done. I've seen people become enraged once ground is broken on a new development, yet those projects took years to come together and those same residents never took the time to attend neighborhood council, planning commission, or city council meetings to give their input on these decisions. Only after the fact do they complain.
But I also have been in this community long enough to remember when there just wasn't much to do, or when you had to travel to the S.F. Valley to find a decent place to shop. There are always pros and cons to any kind of development, but I have to say that I'm very pleased with the new mall and I really enjoy a lot of the new restaurants and retail stores around town. None of these things would be here if we didn't have the critical mass of residents to support them. Some people seem to want to stop or roll back time, but what they are really stopping is progress. The only constant in this world is change and one thing I have learned is that you have to adapt to it or be left behind. Besides, who am I to tell my neighbor that he can't develop property that he owns? And who am I to come to this town and then demand that the gate be locked behind me?
If anyone wants to find open space and cheap land there are plenty of places in the country to find it, but those days are long gone in Simi Valley. The funny thing is that I've been in this town for over three decades now and most of the people complaining about growth came long after me.

I said at the beginning of this thread, I would tell the truth...sometimes it may hurt, but I never get caught in a lie. Probably the hardest question I've had to answer to date was the choice between StricklaND and Becerra for the Sentate or Congressional seat. There is no hiding that there are some rough feelings between Becerra and I. However, I do believe Glen is a Councilmember who puts the residents of Sim Valley first, and for that I respect him. We sit on a couple of committees together and he always considers the consequences of how it will effect the neighborhood. We don't always agree, but then when do we ever always agree with anyone? We must consider the residents first and foremost...and I believe he does that.
What is an example of an extra that the police want or need and the foundation provides but the council does not budget for?
I think one of the things requested was a bullet proof vest for the K9's...but don't hold me to that, I will have to check. I think one of the other things is a mobile command center, and the other is/was the devise you see on the road telling you your speed and requesting that you slow down. I know there have been quite a few things, and I wll get back to you on them..

Can we outlaw the homeless outright? My problem is with how poor people look in general. They look really poor and unkept, especially their skinny chip-toothed children. What can we do about the nuisance created by malnourished unsightliness in public?
Why can't the council just create a minimum salary that will be accepted here. If you don't make at least 100K, let's boot them.
Can we pass an ordinance that says your not allowed in public without being deemed clean by the government?

I think "panhandler" is on to something. I hate having to sit at the light out of Home Depot after I just bought an expensive new spa with some panhandler sitting there looking at me.
It makes me feel uncomfortable for some reason, but I just drive on and hopefully I'll forget the whole thing.
I think there should be laws that protect me from feeling awkward near homeless people.

What about vending machines on public property? Isn't that soliciting, don't they have signs on them advertising their contents?
What about the bus stops on public sidewalks that have advertisements on them. Isn't that a sign on public property?

If not... why not? Does a potential advertiser contact city Hall to secure space on the bus stops? Does City Hall have only certain approved advertisements on their bus stops?
Can advertisers start to advertise on our City Buses like they do in other cities? Where do we draw the line?

Panhandler: Yes, I would agree that Simi Valley is very much a Christian Community. I think there are certain times when faith shapes my decisions. I always try to live by "Do unto others as you would have them do unto you". As a child growing up it is something my parents always reminded me of.
No, I do not think the City Council is acting in accordance with the teachings of Jesus Christ when we "booted" the homeless from the Arroyo. But I also don't think Jesus Christ would support the homeless who steal from the very people who's land they are squating on either.I don't think he would look favorable on them taking drugs, leaving small children to fend for themselves or drinking themselves into a stuper.
I also recognize there are some people who want to be homeless.
Freedom of Speech...That's why the newspaper racks are on the sidewalk..however, if I had my way we would make them look more attractive. As far a advertising at the bus stops, yes, a private citizen can advertise on them, but the content has to be approved by the city. We don't want any thing that would be offensive being displayed.

So if I want to have a newstand on public property I can? What if I have my own newspaper publication for exanple...Tony Strickland's, California Club For Growth? Can I put a news stand in front of city hall, on public streets, etc. to circulate my publication...even if I give it out for free?
The library next door has free newspapers available to the public to read...why does the city need to sell papers on our public property? Does the city get a cut of the profits?
Let's see if I understand this correctly.
It is against the law to post a sign on city property.
The City will allow me to pay to advertise on City Property (bus stops).
Newspapers are allowed to sell papers on City Property because of Freedom of Speech, but people that are campaigning are not allowed to post information for free.
Could a candidate place a free flyer by a newspaper stand at City Hall and on City Property? Could they have their own news stand with a campaign logo on it?
It's not free speech if the papers are for sell. If it is on City Property the newspapers should be given away for free.
According to the SV City Council all solicitations on city proerty are illegal.
We need to get rid of the vending machines, and paid advertisements on city property next if we follow the rules.
Life is not so "Black and White." Decisions should not be made in haste.

Thank you for having the courage to put your words and thoughts in writing. I do not understand why more public officials do not answer constituents questions.
Could you comment on the safety of Tapo Canyon north of Presidio and the numerous accidents and fatalities? Is the City doing a study on how to make it safer and do you think it will become worse when Big Sky is completed?
Could you also comment on the unfortuate fatal dirt biking accident that occurred recently around Tapo Canyon?
Do you think the City and the Park and Recs. should work towards providing a public dirt biking area with safety and regulations outlined. Are there too many liability issues? Should all off road riding be eliminated?

Do you know if Saperstein funded the campaign to stop the Happy Face development? Also, what did you think when Audra Strickland called Cal Trans to get the signs put up for Hummingbird and said she was doing so at the request of the City, even though Sedell denied it? Do you think Saperstein's 10k donation to Audra is why she made the call?
First off, I don't know how the City Council would feel about political advertisng at the bus stop. Personally I don't have a problem with it. They could certainly have supporters around them (Elected included) but the code of ethics does not allow the use of the City Logo. Now, having said that, I don't know what holds a candidate to those "ethics", unless of course they sign the agreement prior to running.
If you own a newspaper/recyler, etc, yes, at this time you can place a news stand on the public sidewalk.The City of Simi Valley does NOT sell newspapers, and we get no profit from the ones that do.
Donna, I will have to get back to you on the traffic questions you asked. As far as the fatal dirt biking accident, my heart goes out to the family who lost their son. We always want to keep our children safe and out of harms way, but we also want our children to learn responsibility and grow up normal and to enjoy the time they have as children. Would I have put my son or daughter in the same situtation? I honestly don't know. I can tell you when Matthew was 17 and wanted to go to the beach to go surfing with some other kids, I went with them...he never lets me forget that..LOL
I don't think the city should be involved in providing a public dirt biking area for kids. I think that falls under the Park district jurididction OR private enterprise..and I would be a support either.
I don't believe ALL off road activities should be eliminated. And I don't believe people should trespass on private property, but I do think in the proper place with the proper guidelines, it's ok.
I don't believe Mr. Saperstein funded the "Stop" Happy Face campaign. He is a very wealthy man, and could have purchased the property if he wanted to. I don't know if Audra actually called CalTrans. I do know that the City of Simi Valley made the decision to rename part of Kuehner Drive (going North) to Hummingbird Lane or Drive which was requested by someone in the Saperstein camp.(Not Audra or tony)
Mr. Sapertstein has always been a supporter of the Stricklands. I am sure he would have donated the 10K regardless if she made the call or not.

According to the chief, there has only been one fatal (which is one to many) on Presido, and one to two accidents at the four (4) way stop. Other than that according to him it is pretty safe. And there are no design recommendations to my knowledge.

Thanks for answering my question. The Star reported that Audra Strickland did call Cal Trans and said she was calling on the City's behalf. This would have cost the City a couple hundred thousand dollars to put up these signs. Sedell is quoted as saying the City did not ask Audra to call. You can verify this with Sedell tonight, and if accurate, what would your opinion be?
Thank you Barbra! There is only a two way stop at Walnut and Tapo Canyon, Tapo Canyon has the right of way. It would probably be a good idea to have it be a 4-way since it is a 4-way at Tapo and Walnut.
Tapo Canyon and Walnut has become increasingly busy because of VVMS overflow and now we have commuters coming from Big Sky. Having a 4-way stop sign may slow down traffic from the north heading south and help to transtion to the residential neighborhood. This would be especially helpful for school hours. A stop sign warning sign north of Presidio could also slow traffic down for the residential transtion.
I took my son to Pismo Beach/dunes to drive ATV's, which is legal. Cars and camping are allowed on the beach with permits. We were driving along together when I noticed his ATV was driving away alone, he was lying on the beach barely concious and in shock. A Camper with a RV had taken a large thick rope to make a perimeter around his campsite. A rope the same color as sand, no flag etc. This was not private property it was public, approved for camping and off road driving. Thank goodness my son did not break his neck but it was serious and he could have severed his voice box etc. I later learned that being "clotheslined" is a common risk for ATV's/dirt bikes. I believe more education needs to be given to operators of Bikes/ATV's and appropriate supervision provided.
If Audra Strickland said she called CalTrans for signage on the 118 and was doing so at the request of the City of Simi Valley I would find that hard to believe because that request would have come through the City Council, and no such action/request was made. If the City of Simi Valley wanted a sign on the 118, we would have made the call ourselves. Actually I called CalTrans for signage on the 101 for the Ronald Reagan President Library and Foundation, and it was approved, so I know how the system works.

This is probably a boring or simple question compared with most listed above, but how is the trash collection fee that I pay to Waste Management determined?
Does Waste Management submit a request to raise rates, then the council decides if an increase is justified (Similiar to Mobile Home Rent Mediation Board) or is it more elaborate than that. Can the council request customer bill reductions?
Or is this a matter where WMI can just raise rates any time the market requires or do they go through the county?
Last one, if the council is involved in this process, is negotiation of what the public will be charged open to the public or completed during closed session?

The only negotiations done in closed session are legal matters or personal..all others are discussed in public for all to see...
Every year the city reviews the waste charges. I have never seen it go down, but I have seen it stay the same. Usually in January we review the charges. City staff and WM discuss rates changes and then it is brought to the council for discussion.

Would it ever be possible to develop different pricing for customers who recycle the majority of their waste versus those that do not?
Since WMI sells and profits off the material we place in the gray bin for recycling, do you think it would be possible to give customers a discounted rate that decide to put out their regular trash, let's say once a month, and rely instead on majority of their waste out weekly into their recycle bins 4 times a month?
I know this is more theory than reality, but is it legal to allow WMI to create pricing agreements with customers that encourage recycling?
So, those that agree to certain terms get reduced prices while others who don't care and throw everything away pay higher ones.
Less recycled material in the dump, WMI has higher margins because they get more recycled material to resell and process, dump capping is postponed, consumers get lower prices.
Southern California Edison's conservation pricing programs come to mind in this regard.
Maybe, it's unrealistic, but this is something I think about when I'm pulling my cans out each week.

Homelessness and panhandling is a tough issue that the SV City Council is facing. Having served on the Mental Health Board and also as an advocate for emotionally disturbed teens I have seen this issue up close. I have also had to adress this issue with an older sibling of mine.
I am a sympathizer to mental illness and homelessness issues. That being said the panhandling issue needs to be dealt with "tough love."
Virginia of the Samaritan Center explained it well in the Star, that there are resources available to the homeless, they do not always choose to take advantage of those resources. Our County also provides resources and treatment centers. The Samaritan Center provides bus tickets and counseling on how to attain services and treatment. We have a free clinic in Simi Valley. We are not abandoning the people that are homeless more accurately houseless, Simi Valley is their home and the good people in this town are ready to step up to the plate to help those that will embrace wellness and seek help.
Sometimes it is a result of paranoia from their disease which they can not help or street drugs induced paranoia. Other times it is independence and choice. I do believe the extremes are the exception. Each individual is unique in their circumstances, a one size fits all solution will not work to resolve this issue.
I could profile two cases where giving money to panhandlers is undermining the efforts of families to allow their children to find their bottom and seek wellness. These are good upstanding well respected people. One parent is a well respected partner of a law firm the other a highly respected high school teacher. Their children are chronic drug users, they have tried everything. No amount of money or resources have helped their children. So they made the extremely hard and courageous choice to let their children go and experience the full consequences of their choices without helping them, including not giving them money for food etc. that will be used to further their addiction. These parents know full well that they may one day need to identify and claim the body of their child. I have known parents that will check on their children and bring them clean clothing once a week to keep track of them. The clothing ends up being sold. The good news is both of these families children have turned their lives around and are healthy and productive citizens, as a result of their families courage and tenacity.
I have had a young man come up to my car door as I was getting in and ask for money, he was clearly schizophrenic, I do not believe this should be allowed. I was startled and afraid I was being car jacked at first. I did report him to the police in hopes that they would take him in, clean him up and make sure he saw a mental health professional and help to get him back on his medication.
Our police force does a wonderful job working directly with individuals on the streets, they are very well informed.
Our County has worked to develop a cooperative with mental health professionals and police to work with individuals as a team which has been very cooperative.
Barbara, one thing the SV City Council needs to address is making sure that the East County receives their fair share of resources. This is a very real issue!!!!!!!!!! I hope our new County Supervisor will champion this issue for us.
When I was on the Mental Health Board for example there were 45,000 case management contacts in one year for people with mental illnesses in the West County and only 2500 contacts with case management in East county.
I used to think we were just being short-changed and that the County assumed East County was "rich" and had no needs. Mental illness knows no demographics. I believe one of the reasons for this is that the County is hoping that the houseless/mentally ill will live here but seek treatment in Los Angeles and save our County the dollars. I have spoken to some houseless individuals from Simi Valley that have told me they go to LA for some of their treatments for chronic illnesses such as chemo therapy. They are afraid to go the night before to LA because they do not feel safe. So as soon as the bus routes are going in the AM they begin their long arduous trek to LA only to find that they are at the end of the line for treatment and if they wait too long they will have no transportation back to their home in SV and they are faced with the fear of having to stay downtown LA overnight to make it home. I've offered one individual woman who is houseless to take her to LA but she would not leave her boyfriend that she looks after, that's her choice. I gave her bus passes and she knows how to find me if she chooses to accept my offer.
I hope as the city council addresses this issue they will contact County Mental Health Board Members to better inform themselves about current programs. The MHB can offer a lot of insight on how to address this issue.

Would you turn your back on this friendship? The answer is easy for me. I would support Jim, not only because he is my friend, but given the three choices, he is the best person for the job, and that is what I would want to the residents of Simi valley...the best.
Okay Barbra, let me be more clear. If Audra Strickland called Cal Trans and lied by saying the City of Simi asked her to call, when the City did not ask her to call, what would you think? Are you saying it is okay for her to lie to Cal Trans and to stick Simi taxpayers for a bill to put signs up for Saperstein the rich guy?
If Audra Strickland called Caltrans and said she was calling on behalf of the city of Simi Valley, when if fact she was not, then I would say Shame on Audra. However, I can't image why she would do that because she has enought clout in her own right to request the sign...I mean, after all, she is an Assembly person and knows her way around Sacramento...BUT, if she lied to Caltrans, then I would be very very disappointed in her as an elected official.
And i don't want anyone "sticking" it to the residents of Simi valley. Even the Reagan Library will be paying for their sign....

Yes it does and according to the Star this is exactly what happened. Also, the sign location is not in her district, it was in Keith Richman's. That is why the question of the 10k donation from Saperstein to Audra comes into play, is it pay to play?

I know that the sign location is/was not in her district. I believe that Mr. Saperstein was friends of the Stricklands long before the question of the freeway signage came into play, as he has hosted several fundraisers for both Tony and Audra.

Don't believe everything you read in newspapers. Worse yet, don't cherry-pick and selectively choose which articles to believe and which not to believe depending on your personal biases. This discussion as to whether Audra Stickland lied to CalTrans or was influenced by a particular political donation seems to be nothing more than speculation since nobody in this blog has any direct information to say whether any of this is true or false. It appears that you want this to be true, but that doesn't necessarily make it true. Without direct evidence there should always be a presumption of innocence.
You are absolutely correct Bubba Kidd. I don't believe most of what I read in ANY newspaper and as far as Audra is concerned, you will see I used the word "if", because I don't want to point a finger unless I can personally verify what has been said.

Numerous individuals have been blocked access to Tony Strickland's website, how strange that a person that wants to represent us only allows certain people to access their website.
The story in the Star quoted Sedell, Sedell did not ever say the Star had mis-quoted him. Therefore, Bubba is calling Sedell a liar, or else Bubba is just too stupid to read an article in the paper and understand it through anything but his far-right extremist filter.
I just did a search for the story Fillmore's talking about and I can't find it. The only references are Fillmore's repeated allegations on this blog. In fact in his first post about the sign there is no link to a newspaper story. The only search hits where Audra and Sedell's names turn up together is a 2 year old disaster story.
Where's the story Fillmore? Let's see what it really says, if it really exists.
OK...I spoke with Mike Sedell and this is what he remembers happening...as this was approximately two years or so ago:
Mike received a call, out of the blue, from caltrans asking if we the city wanted to pay for the sign on the 118 showing the "Hummingbird" exit and of course he said no. And according to Caltrans someone in Audra's office called Caltrans to see what it would take to get the sign up.
There you have it! Even though Barbra received a large donation from Saperstein she proves that she puts the needs of the constituents of SV first not those of her donors.
That is why I trust her. She admits, she takes money from developers but, she will only vote for what is best for the city of SV and those of surrounding communities as well.

The truth is that you have not provided any kind of "proof" of your earlier charge against Audra Stickland. Here is what you stated:

Barbra Williamson went to the trouble of calling Mike Sedell directly and his response to her was that Caltrans contacted him asking if the city wanted to pay for the sign. According to Barbra he also stated that, "someone in Audra's office called Caltrans to see what it would take to get the sign up."
The above is not "proof" that Audra lied to Caltrans officials, in fact it seems to indicate the opposite of what you are arguing. I also went to the Star archives and, from the brief text that I can read of the article, it only states that Audra got involved in efforts to change the sign, which is consistent with what Barbra posted earlier. None of which contains any evidence of deceit by Audra Stickland as you keep claiming.
Since you are the one making these incredible accusations why don't you pony up the $2.95 and put your money where your mouth is. Paste the entire content of the article on this blog so that we can all read the full text. We're all still waiting to see whether you can actually provide this "proof" or will instead just resort to your usual insults and attacks.

Barbra, what do you think of going back and changing the sign policy to have a window 60 days before elections? Of course all signs would be legal during that time period but if the city does a good job with commercial signs the rest of the year bad habits will go away.
I think if the council made an exception to the ordience everyone would think we did it to "feather" our own bed.
I can just see it now. The Council passes an exception and this blog goes nuts with accusations that the elected elite have passed a special provision in the sign ordinance for their own political benefit, with the law against signage applying to others but not to them. Sometimes you just can't win. I'll agree with Barbra on this one, if you are going to have a sign ordinace it has to apply to everyone 100% of the time.
I think the the only way to change it would be to put the question to the voters, but again, we can't even get people who oppose the current ordinance to a public meeting.

I am interested to hear your input on the post I wrote about the homeless that are traveling to LA for services. Do you think this is right?
One citizen's opinion- I do not believe that people should be panhandling on private or commercial properties or in public thoroughfares.
According to the newspaper panhandling is still allowed on public sidewalks. Does that mean that panhandling is also legal in parks or other public property such as City Hall grounds, court house grounds etc.? What is your opinion on this?
Do you believe appropriate plans are in place such as the Countywide 10-year plan to end homelessness? Does the 10-year plan address our Cities citizens that are homeless needs or is it more concentrated on West County?

Homeless...As you may or maynot know Iam the co-chair along with Glen Becerra for the Homeless. However, long before Glen was a part of the committee, we concentrated on putting a booklet together telling of all the services available to anyone who was homeless and who wanted to be helped...The booklet has been reprinted four or five times, and every police officer has one in his/her car. It is a wonderful book and the city staff is to be praised for their tireless efforts they took in putting it together. So, if a homeless person truly wants to "get out from under" there certainly is hope. On the other hand we do realize that some do no want our help. and in fairness to them, I have not heard them complain..(except when we destroy their camps on private property).
As far as homeless going TO??? Los Angeles, I have not heard that. What ae they going there for(service wise) and how are they getting there and back?
I don't know what way the panhandling ordinance is going to go... Before I comment, I would like to see the arguments for and against...I will get back to you.

Now did someone say that homeless are making their way to TO? Newsflash, they're already here. I know that TO likes to pretend it is immune from such things, but there is a rather sizeable group of homeless men that pitch homemade tents, hammocks, sleeping bags and even fire up a little Coleman grill, right in a little green area next to the Longs on Moorpark & TO Blvd. The police roust them out of there from time to time, but they always come back. There is also a rather colorful woman with a platinum blonde wig/hair in dreadlocks & a shopping cart, that hangs out in Westlake Village. I think they call her Goldie.
When I lived in Brentwood, shop owners used to give the homeless money to move away from standing in front of their establishment. Eventually, they gave them enough money to take the bus down San Vicente to get to Santa Monica, where there were a lot of services provided. So, have Simi residents done something similar?

So no, our homeless are not going to Thousand Oaks...although its not a bad idea! :)

I was wondering your opinion on the common mis-belief that the homeless and panhandlers are the same group of people?
Most studies indicate that the homeless usually don't panhandle and panhandlers rarely are homeless.
I keep reading arguments against a ban on panhandling suggesting we deal with underlying issues related to homelessness when in fact many surveys indicate they are totally different groups of people.
So how can we develop a community solution to poverty if in fact advocates against bans on panhandling compound the problem by merging two different groups of people into the same group?
I say, if your an advocate for helping the homeless you send the panhandlers packing as they further advance stereotypes of the poor as "faking it" or "just using the money for booze and drugs."
I have no problem developing and implementing strategies for homelessness, but I think taking the leap to include a hands-off approach to panhandlers undermines any reasonable response for the truly needy.

The person I talked to that went to LA were seeking specialist medical care unavailable in SV such as chemo-therapy. She lives with other homeless individuals around Yosemite and she reported it was a problem with others as well.
I would have thought that panhandlers and homeless people to be synonymous, thank you for clearing up that misconception on my part.

Tonight is the second reading of the ordinance and since since I wasn't there for the first reading, I can't vote on the final reading. However, since you asked, if I could vote, I would vote to support. And the reason why is so store front owners, such as WalMart, Target, etc, can request that panhandlers leave the property. Like in front of Von's there is a christian group in white uniforms from out of the city who have their little tin cans begging for $$$..I think the property owners should have the right to ask them to leave. With this ordinance they can do that.

How is panhandling free speech? I believe it's a business transaction when someone asks for money and it is given clearly under the authority of the city's police power to regulate.
What about the rights to not be aggressively panhandled when you leave a store?

Try to focus on my question.
If you are talking about actual panhandlers I say we stop it by having more panhandle control. Maybe waiting periods and back round checks.
But seriously, the best solution would be a public awareness campaign made by the city to inform the public what services are provided by local groups like The Samaritan Center. A brief sign in trouble spots explaining how giving out cash can encourage drug abuse but lets people know how they can help by giving of their time and energy can help everyone.

The city is also going to send the panhandling issue to neighborhood council. I think we should make a point to go to those meetings as well.
My question to Brian is whether big government programs qualify as doing something for the least of your brothers? Based on my reading of scripture Christ intended for each of us to give to the needy and to take care of one another. It seems to me that many liberals believe that creating new social programs and then funding them through passing a tax on the rich to force them to pay their "fair share" constitutes helping the poor. If people want to help the poor they should be willing to dig into their own pockets.

I have to tell you, I am getting really fed up with "Christains" who like I said at the City Council meeting tonight...who talk the talk, but don't walk the walk! We have to beg with some of the Churches in our community to help feed the homeless, and provide shelter in the winter. I am not going to name names but they know who they are. None of them come to the Homeless meetings to see what they can do to help all they want to do is pass judgement...well to that I say BALONY!

There will always be a politics of poverty in this country well beyond my lifetime. I do know that I haven't done enough on this issue, but I also know that the people in the field working on the issue such as people from the Samaritan center and Barbra and the city shouldn't be judged as not doing enough either. They shouldn't have their efforts trivialized and instead they should be celebrated as a model for lazy people like me who have yet to show up and actually do something.
At the end of the day, the people at large in the community need to step up and that includes me.
Last night, the Council sounded the alarm that they need help and feedback and action from the community. I hope that I can help and get others who haven't, to do more.
Okay Barbra let me see if I follow this. The City will allow people to sit with a sign that say's "I'm homeless, I need money" in the public right of way. But someone selling flowers or strawberies or hot dogs with a City Permit, will be banished from the public right of way? The Simi car dealers will get to have big electronic signs that light up surrounding neighborhoods like Hiroshima and get to blast loud music all day and night, but someone with a small budget who wants to run for City Council cannot even put up a little sign? When did the Council lose its way?

From what I saw last night you guys are looking at allowing electronic signs for the car dealers and letting them blast music. You asked if the noise level would be controlled and staff said that would be a hard thing to control. You also said residents in that area came back in 1991 to complain. Glen B. said how Simi needs these big electronic signs to compete with Conejo, the Conejo signs light up the place like Hiroshima so they can be seen from the 101. The 118 is farther than the 101 so more light will be needed. I hope you do revisit the peddler ordinance, just because they don't have the big bucks like the car dealers they should still be allowed to make a living. Donna Prenta said someone put her sign there without her knowledge. Anyway, thanks for listening and responding.

That was just a discussion...The Auto dealers want the moon...and I don't blame them. They are probably one of the biggest tax revenues for the city, and I think we should help them. I like the electronic signage on the 101 at the TO Auto Mall. I think one sign is better than 8, don't you?
I probably will not vote for the music, as I promised the residents many many years ago that I would support them when it comes to the music, after all this is their castel and the biggest investment they will probably ever make and they deserve to have peace and quiet.

I have a question for you. You stated, publicly that people who don't have roofs over their heads should not being allowed to do business in Simi Valley? Was your statement a true reflection of the values you wish to espouse to our Simi Valley Citizenry? Just want some clarification... Did you mispeak? What is meant by "a roof over one's head?"
Also, I commend you for being so forthright with this blog... Keep it UP! Although, I probably don't agree much with you, I do appreciate your efforts to be upfront with us "blog readers."
BTW, I too would love to participate on the Homelessness Task Force... I have seen homelessness for a long time... I grew up in Gaithersburg, MD near one of the busiest "dual track" railroads on the East Coast? I've known many "hobos" and local people on the "down & outs" back in my boyhood hometown. My mom and I used to bake muffins for our local homeless. I could lend some first hand experiences. I've also met some very nice homeless people in Simi Valley. I try to offer them food and drinks... If they have cars, I've taken them to the gas station helped them to some fuel. I don't mind, I've been blessed in my life... sharing a little wealth is okay with me.

I don't remember making that statement in so many words. I don't support the notion that you can set up a flower shop on the sidewalk and not have any responsibilities, i.e., pay taxes, workman comp, and not have salaried employees...see I think that most of the people who sell on the corners are from out of town, and certainly their merchandise is..that's what I meant when talking about a "roof over ones head". What if everyone sold merchandise on the street corner?
I would welcome you to attend one of our homeless task force meetings, however, I would want you to bring something positive to the group, and not try to gather personal attention to yourself. I was quite disappointed in your actions in front of the City Council meeting on Monday night. I think you did that because you were on television and wanted everyone to see you. That's not the way to get things done in our community. You were very disrespectful of our Mayor and the rest of the council, not to mention the very people you were trying to represent.
Please come to our meeting. I think the date is April 28th at 3:30.
Barb, keep up the great things your are doing for our community. It is a far better place to live now than it was in 1981 when we moved here. Your beautification efforts on Tapo St. exemplify the outcome of your efforts.

Thank you for the 3/5 8:40 post. The scripture is something we all believe in and yet too many of us find reasons to forget about. Many of the churches in the area are already involved in programs that help feed, house and care for the area's homeless. It's not hard to donate your time once a month or more to help serve food or hand out used clothes. If it is, then try donating some food, clothing (new underwear and socks are the big favorites) or even cash to your church's group that handles the effort.
If you're NOT a member of a church, don't be scared off. You can approach any one of them and they'd be happy to have your help. I guarantee you you'll feel better than you have in years for helping out.

I have read the scripture and I always find it hard to believe how few confessed christians actually follow the role model of Christ and how they ignore his teachings. Go back to your computer and watch the meeting. We don't have a problem listening to any speaker, but when the red light somes on and he was asked to sit down, even after the Mayor allowed him to continue for a few minutes AFTER the red light, then that is rude. He had a chance to speak and he was "in our face" We got the message he was trying to deliver...he was just showing off for the cameras. Sorry..but that is unacceptable.

As religions become more and more political they seem to be more and more willing sell off bits of their faith in exchange for power. No, I don't believe in scripture as coming from god and I don't believe in god. (Not to say I don't think most religions contain some good points to help us all get along). It makes no sense to me. For example, the thought of being without my body in some kind of afterlife is an absurd idea to me. I don't want to be a spirit, I enjoy having a body and never want to be without it. In terms of the monotheistic religions I don't like the fact that if you do not obey the word of god that you are punished by burning in the afterlife. I've always thought that a fair and intelligent god would have an alternative for people like me who live a good life, meaning I do not harm others, for example, I should be able to opt out of heaven or hell. Couldn't god have an island somewhere like St Barts, where those of us who opt out could go? That's what I would do if I were god. Also can't an all powerful god change his or her mind? Couldn't god at any point go, "You know, I'm not happy with this, I think I'll start over." Also since Revelations says how the world will end, does that not mean we really do not have free will? That does not jive well with the whole Adam and Eve story. And if you think about it what did Eve do that was really that bad? She ate a damn apple, big deal, she gained knowledge, she grew up. Also if Christ were alive today do you think he would pick up an M-16A2 and blow the hell out of Bin Laden?

I come for a long line of "long-winded" people... you should see the political conversations in my house with my family... sometimes they could run for hours. I would like to let you know, the was my second speech ever in front of a City Council. Back home in Maryland and Virginia, I never felt the need to be in opposition to an issue as much I do with this Street Peddling ban. In virginia, the home of Jefferson and Madison, we remember, each and everyday, the importance of our Constitution. The Bill of Rights, Constitution and Declaration of Independence are held in very high esteem in our public school systems.
As for the "red light," it's hard to keep your concentration while delivering a speech if you have to keep looking at a red light. You almost feel like a contestant on the Gong Show down at the Council meetings. Is this right to allow someone just 3 minutes monthly to speak a few paragraphs of thought? I don't think the founding fathers intended a "time limit" on free speech. I think the City should allow a speaker more time when they have given the council a head-ups on their speech. Maybe the Council was being disrepectful to me? You can count on me making a speech at each council meeting from now on until I see this Street Peddler ban overturned. I'll try to be a brief as possible but, maybe you could think of me as a loyal customer of a business... I as put in the effort to register a complaint, you should hear me out. Don't think that I'll always be a gadfly when I up there... I got some positive ideas for you as well, like the one that follows:
The council has 45 minutes for public statements during each council meeting... I think limiting it to three minutes is way too short. I only ran about 4 1/2 minutes. I even asked for more time in my email to the council on the friday prior. I think that there needs to be a new rule for public speeches... suppose you had 9 speakers, just divide those who want to speak into the 45 minutes alloted and give each person 5 minutes. Like the U.S. Congress, you could allow the speaker to ask for a "yielding" of time should the other speakers wish to let him eat into there time. Probably, not everyone would take the full 5 minutes. What disrespectful is usurping an individual personal liberties as defined in the U.S. Constitution as the Council has done with the Peddler ban. My extra minute of time was well worth the effort in the defense of our rights.
I do find it interesting that you gave the Auto Dealers a huge amount time for their signs... which I support. That's pretty much a "commercial free speech" thing to me. They should certainly have those signs if they want them on their properties. As for along the 118, if it's not built our their property, you might want to make sure it isn't so big as to be a new Simi Valley Drive-in... Wouldn't want the town to light up like Las Vegas.

Christ whipped the hell out of the money lenders so I suppose He's capable of a more drastic solution for the Bin Laden's of the world. But I get the point. Other than summer Sunday evening returns from LaJolla on the 405 I also don't believe in hell. But then Jews don't either. They truly believe that the maximum wait time for Heaven is seven days...even for Hitler. My own Heaven is a small cove on the south shore of Bermuda during part of the everlasting afterlife and canoeing on the Raquette River system during the eternal off-season. An occasional eon or so at the bottom of the Grand Canyon would be nice for a change. Every now and again I'd like the opportunity to take a sabbatical from Heaven and be reborn into a well-to-do Santa Barbaran family and give life another go. But none of that's gonna happen and you know what? It doesn't bother me. As for Eve, it reminds me of a true story. Nigel Bruce, the famed "Dr Watson" actor, was once invted to a big media soiree at the Duke of York's castle. All the bigwig politicians and celebrities were there but Bruce felt a bit out of place with all the gaudy to-do. He snuck out and took a stroll in the Duke's prized gardens where he came a across a pear tree, with a lone pear hanging from a branch. Bruce said the pear was absolutely perfect; he'd never seen one better. So he plucked the fruit and sat down to eat it. As he was finishing the Duke and his entourage entered the garden, along with cameramen and reporters. Apparently the big soiree's purpose had been to showcase the results of his years'long work trying to recover an extremely rare pear and place the Duke name in the annals of horticultural greatness. Without a peep, Nigel Bruce left the garden and didn't stop running til his boat finally docked in New York.
So, you see, maybe it WAS a big deal to God, if not to Eve.

Don't you think it is harder for a non-believer like me to live what I consider a good life (not harming others or infringing on others freedom and expecting the same)? It's hard to pick out any religion that doesn't, at least to some degree, urge its followers to do harm and to infringe on the freedoms of others. But then the best achievements in history were also achieved through faith and a devotion to the best principles of religion. Who is Ron Matthews? I believe that teaching is just that, teaching. And I believe that knowledge is power...so I think BOTH sides should be available. It's like gun control...I believe that if children were taught how a gun works, and had respect for a gun, that there would be less "accidents". But teachers don't want anything to do with hand guns or any gun for that matter, so children don't learn how to respect them, instead they are curious when they see one and the first thing they do is pick one up and pull the trigger. Growing up in the Pacific Northwest, we learned at an early age not to point a firearm at any one. You are taught not to touch a firearm if it's not yours...so I believe teaching is a good thing..the question is what text would be used?
If you, Mr/Mrs Non believer choose not to believe, then that's your decision and I respect that, I on the other hand have always believed in God and the word of God.

My dear Gaithersburg Jr. High School had a rifle club... I was a member. We practiced with .177 Pellet Rifles... Ah, those were the good ol' days. Personally, I have to agree with you... gun safety starts in the home. Early on, children should learn the dangers of firearms... as well as be informed in their use. My Dad and I went hunting every season from the time I was the age of 9. Many rural schools back home would actually close down for hunting season. My friend's school would let the kids store there guns on school property as they would have been out in the woods early in the morning prior to arriving for school.
I am a firm believer in Gun Safety... I support trigger locks and gun safes in homes especially when a household has young children... but, I would never support any law that would limit gun collectors or hunters from obtaining their gun of choice.
My great-grandfather used to keep a loaded double barreled shotgun standing upright on its stock by the door... I can still remember the uneasy feeling I had as a small child whenever I first entered his house the few times a year we would visit him. I must say, my siblings and I knew to be very careful around guns from an early age.

Matthews is on the VC Board of Ed. He wants forced teaching of creationism and wants the VC Board of Ed sued, he said "I think we should have a lawsuit on this." So it sounds like you support spending millions of tax dollars on lawsuits that will not go to teaching kids. Also it is aganist the law for teachers to bring guns onto a school campus as you would like.

Very interesting conversation. Jesus, God, Guns and Schools. My personal opinion is probably not what the masses will be in agreement. I think gun safety should be taught in schools... just like driving safety should be a required course in our high schools... I can't tell you how many accidents I have seen right in front of Royal High School. Maybe if we brought back driving instruction in the schools, we could actually get the cost back in lower overall insurance rates. The traffic schools do little to teach actual defensive driving. As for gun safety, let kids spend a day a firing range watching how powerful even a small handgun can be when tearing apart a target and you'll get a lot of kids to realize just how dangerous a gun can be... I love the second amendment just feel that we need to teach gun responsibility and safety. Barbra, does California have a Conceal Carry Law? We had one in Virginia... it definitely was a factor in reducing overall crime.
We teach kids a lot of facts and figures, we don't do a very good job at teaching basic common sense.

I don't know about the State and a concealed weapon permit, but you can carry in Simi Valley IF you have the insurance and have attended all the classes. Sandi was an embarrasment to the City of Simi Valley when she gave Senator Finestein the "finger" and walked out of the room... It put our city on the front page of every newspaper in this country...it was shameful. I didn't mind her disagreeing, because I did to, but that was not the way to handle the situtation. And for the record...I liked Sandi!and still do.

Libertarians believe it is okay to open an adult book store next door to a school because if people don't like it they will not go and it will not stay in business, but there should be no regulation by government to stop it being built in the first place correct?

Your question is one of those standard paint the guy in to a corner questions? I'm not sure all Libertarians feel as I do about your question of should Adult Book Stores be allowed near schools. I've seen some pretty close before. Couldn't imagine that sort of thing in Simi.. has there been in the past?

Usually schools are in residential zones.
I would submit to you that the neighbors, as it affects them, should have say as to whether they want it, or not. Maybe it's one of those types of neighborhoods that likes that sort of thing. You never know. If they don't want it then the zoning board should listen to them. BUT, a defacto government rule against it... well, I don't think that's wise.
It's like the Yankee Doodle's decision. So far, the neighborhood hasn't come out against them staying open til 2:00AM. I suggest the council ask Yankee Doodle's to survey the neighborhood by sending each neighbor a certified letter with a postage paid return envelope for the each neighbor's answers and suggestions for hours. If less than 1/2 reply or a minority are in opposition then I'd say let Yankee Doodle's open without restriction including dancing. I love dancing, not good at it but I do love it. I can't wait for the next Dancing with the Stars." It's really up to the neighborhood.
My philosophy is let people live their lives, don't encroach on them, always ask permission, say "please and thank you." Use "may" rather than "can" when asking. And, when you have a problem with how things are being run don't be afraid to put yourself out there and speak up.
Mrs. Williamsom, I hope I didn't offend you forever with my uppiddiness at the council meeting... growing up in Washington, D.C. area, the capital of grandstanding, it rubs off on you... challenge authority is part of the inherent attitude of the public... I'll try to take on some of good qualities of the Simi Valley decorum next time. But, can we get a little more time than three minutes. Seems way to little time... I 've had telemarketers take more than 3 minutes of time on the telephone... why I listen I don't know, but 5 minutes would seem more reasonable... Maybe an egg timer would help rather than I redlight... watching for a red light while speaking is distracting.

But the Target driveway and Walmart aren't considered "city median"..I think if it were illegal, the police would have ticketed anyone sitting there.

Do you know how many such tickets are actually given out? Is there an easy way to check?
I think it would be great for adults to be able to check before they allow a child to go to a party if the parents have had a record for handing out alcohol to minors.

The ordinance is place at this time says the PD can hold the parents responsible for any underage drinking, or drinking that gets out of hand, regardless of age. I don't know how many tickets have been issued, if any>
If need be, the police department would use the ordinance, especially to use it as a example...word travels fast in young circles,and that is certainly what they would want to achieve. I can't imagine any parent not knowing where and with whom their child is with, espcecially if there is a party. I always knew where Matt and Jamie were...AND as long as they lived under my roof they had to be in the house by 11:00P>M> regardless of what party they were attending.
I agree parents should know who their children are hanging out with. But being that these kids can be twenty years old and still under age for drinking I bet when there is a house party most parents of the attendees didn't know ( or want to know!) who the parents were.

I am thinking we have the law but the police could be more aggressive using it, but of course that is an assumption without knowing the basic facts. For all I know people are getting the $750 tickets every weekend.
I think most people would agree that if their neighbors allow 50+ high school kids to get wasted in their house there should not be a warning and they should suffer the consequences.

Brian: How on earth could the police check if there was underage drinking? They don't have any right to enter the house unless they have some significant probable cause. I'm not up on the law, but I doubt that a neighbor's noise complaint would give them that right.
Also, it's pretty ridiculous that we consider 20 year-olds with alcohol as "underage drinking." Let's focus on the real problem, high schoolers getting trashed. While I don't personally drink, and never have, it seems pretty obvious to me that the drinking age should be 18. The problem isn't drinking, but binge drinking.
Owen, my big problem started with a friend's complaint that their neighbors allow their kids and friends to get drunk at their house creating a neighborhood problem.
Trash in the front yards. Vomit. Loud noises. Groups of people sitting on her front wall.
I am curious if the police come along and say move along or if they bust people that allow this stuff.

You know Owen, there are some young adults that are responsable and would do well with the age of 18 for drinking...on the other hand there are young adults that are not. When I was growing up, lets say age 12 when my Father would have a drink of beer or hard liquor, he would sometimes give me a little glass of what he is drinking and so the novility of drinking was not something that I was particulary interested in, because my Dad said anytime I wanted something to drink all I had to do was ask as long as he was there and it was in our home. In Italy young people have wine with their dinner all the time, so I think it depends alot on how the parents handle the situtation.
And where did you get the idea that we were going to turn the Kadota Fig area into a "downtown" with large buildings? I think you should volunteer to participate in the up and coming General Plan for the Ctiy. this will give you a really good idea of what is really happening in our community...what do you say?

In terms of Kadota Fig I remember several years ago that the City was talking about long range plans there. Since then I have noticed rezoning to allow more dense housing and more commercial. It was not an accusation Barb, it was a question.
So raise the driving age to 18. Again, the issue here isn't drinking, but drinking responsibly. We can get an abortion at any age, drive at 16, vote and die in wars at 18, but not drink until 21. It's absurd and promotes disrespect for laws and authority.

The law currently says you have to be 21 to buy alcohol and drink, how does that promote disrespect for laws and authority? By your logic kids should be able to buy alcohol at age 16. I take it you do not have kids of your own, or if you do they are young? As a parent I can tell you that I want alcohol as hard as possible to attain because if my kids are on the road I want to know that at least every other 16 year old on the road did not just roll into 7/11 for a six pack. A new issue:
Did you notice the articles in the papers the last few weeks about the fading populations of honey bees? It seems a parasite is causing decreasing bee colonies. This, I think, is alarming. Hopefully, it's an anomaly. Not only are our bees important to the growth of our landscape vegetation and foliage but their work is acutely necessary to our local farms and orchards.
On Homelessness:
Here's an idea for you to consider. Why not offer our homeless citizens the chance to earn some cash by starting a litter collection program... Pay the homeless either by the hour or by the filled trash bag for their efforts in cleaning our streets. Maybe even "rent" or give them uniforms, brooms, dust pans and rolling litter collection tubs. With a little organization, we could make the cleanliness of our streets rival any place in Europe. We might value our homeless more if we see productive work. I'll bet there are many who would take the city up on the offer. This idea of mine is kind of like a throw-back 1930's style back to work initiative. Allow any resident this opportunity... I'd love to do it myself.
On Street Peddlers:
As for street vendors, you could offer them a simple 4 hour course in public safety, hygiene and site location. I've thought that as part of their license requirements they could tout the city's attractions thru coupons and "walking" maps. Also, require the peddler to spend 10 - 15 minutes walking a 200 foot radius of their location for litter pick-up. Require a trash receptacle be handy.
Let us not just see problems, let's look for creative solutions and benefits.
I may be on vacation in April and might miss the next City Council meeting (we're thinking Sedona, AZ.) At my next opportunity, I plan to present the council with "ideas & proposals."

I didn't take is as an accusation about the kadota Fig area. Someone may have made that suggestion, but I have never heard it as a serious consideration...I kinda like the KF area. The City of simi Valley seems to offer something to everyone so unless the residents of the city tell me otherwise, I'm all for leaving it alone.

I think any church in our city could do what you are suggesting. They can hire the homeless to collect litter, or even waste management, but I think the liability would be extremely high and the overall program would be costly, not to mention the union that would probably get involved and now we're paying $10 per hour to satify union wages....Besides like I said, some don't want to work. The only problem I have with panhandler is its unfair to retail business who sell flowers, fruit or anything else you can purchase at a retail shop.

I am curious why a City council Member has a stipend of $1000 a month and expense account of $350 a month when a school board member has less than $400 a month. Do you think a Council member is worth more or puts in more time or effort.
Are your membership fees, Education Foundation, Police Foundation, Rotary, etc. paid for by the city or in your exspense accounts? When there is a fundraiser to an exspensive event like the Ed. Foundation fundraiser at the Reagan library do Council Members pay for their own tickets and their spouses or is this part of their exspense account budget?
It seems like a pretty cushy job expecially if someone if self employed and can insure their entire family with city tax dollars. Do you think some people who are self employed find serving on City Councils or School Boards as a cheap alternative to health insurance? I am sure you have insurance from your employer so please do no take this personal, it is a sincere question.

When I attend a non-profit function I pay full boat out of my own pocket, as does every Council Member. There is the chance that if some organization or business buys a table that they may ask you to be their guest, but for the most part we pay our own way. Example, if my bank buys a table at the Police Foundation event, I can invite 10 people to be my guest..However, like Saturday night, Peter (and I can't spell his last name, but he WAS the owner of Runkle Ranch prior to selling it) he invited me to sit at his table and I was honored to do so. My bank pays for Rotary fees, and I pay for my own membership to the Police Foundation and all others.
I have the city's insurance. I can't speak for the other councilmembers.
When I first started as a council member some 14 years ago, I think our salary was like $450. Everytime there was a chance to raise the cost, I supported it...not because I needed the $$$ but because I was going into my own pocket for the non-profit events, and they do expect you to attend, and they do NOT waive the cost for councilmembers.
I don't take this personally. I think they are good questions and you have a right to know, after all, it's your tax dollars...

Bit in your power is the ability to see how the Police use the tools that your council creates for them like giving tickets for hosting parties which becomes a danger and problem for the neighborhood.

Isn't this an example of incumbent protection by supplementing council stipends so they can attend events that other community members have to donate out of their own pockets not from taxpayers stipends, making Council Members more visible and appear to look like they are being charitable, but in truth the council feels it is ok to vote to increase their stipend because they have to pay for charitable events that other citizens are actually paying for out their own pockets.

I think you're forgetting about the time the council members spend reading and meeting with constituents. I have given up alot of my personal time for the residents of Simi Valley, and I don't mind, but to think we reward ourselves with stipends where community members can't I say BALONEY! OB: Once again, you put words into my mouth that I never said. I did not advocate for 16 year-olds buying alcohol. I did, however, seriously say that we should raise the driving age to 18, which you ignored. Moreover, in Europe, where kids can drink at 16, they have less drinking and driving, and far less teen pregnancy.
The idea about at what age we can do something has to do with responsibility, and I think that voting, serving in the military, and driving vehicles all require at least as much, if not more, responsibility than drinking. I'd bet that the vast majority of people in America, and on this blog, tried alcohol well before 21, and I'm sure that most actively drank before 21. It's that disconnect between actual behaviour and the laws on the books that promotes disrespect for laws and authority.
As I've said before, the problem isn't with the law, but with our culture. Kids wouldn't drink to excess if they didn't see their parents and heroes do it. As with smoking and teen sex, the cool people on tv do it every night, yet some on here seem to think that the law can stop it. Though that's not to say that Brian's idea of increased enforcement wouldn't have some effect, it would at the margin.

There are currently two (2) ordinances for party disturbance: one is the socail Host Program, that most cities in ventura have. This is where the police can hold the property owner responsible. the other ordinance is the "call for Service" the first time an officer is called to this location a warning is issued to be quiet. If a 2nd call is warranted, the police will issue a 2nd warning and close the party down. The third call a citiation will be issued and a civil fine. Yes, the police department will give information about the citation but no information if it violates a privacy act.

I did some checking and School Boards can raise their own salaries by a max of 5% a year, I'm not sure about City Councils. Maybe the School Board in Simi would rather have every available dollar going into the classroom, maybe the Council started at a higher stipend amount?

For the social host ordinance I am wondering if the police give out tickets that often or is it just in extreme cases.
If my neighbors have 50 kids in the backyard getting blitzed I would hope there is no warning if they knowingly allowed the scenario that can cause a major public safety hazard.

Fued? What do you mean? I was only giving some opinions of why your stipend is higher than theirs. I don't know for example where yours started or how much it can go up or who votes for it and personally I don't think it is a big deal. I suspect Council and School Board members don't do the job for that little stipend, I mean anything under 5k a month is nothing in terms of even thinking of being able to live on it. I do have a question though. Do you think if Simi Valley had been called Santa Susana that we would have higher property values? For example, there is Santa Monica, Santa Barbara etc. With the word Valley you have the San Fernando Valley, Coachella Valley etc.

The police department does not use the "Host Ordiance" as much as they use the Muni Coded. The muni code is not as limited as the Host ordinance. If a complaint is made that there is a party at a resident and the police respond there are several things that will happen: If it is a first time call and there are no parents and there is underage drinking, the police will close the party down. If there is a violation of the law..underage drinking, or if a minor is intoxacated they will be arrested.
If there are parents and they are contributing, they will be cited or arrested.

The City Council can raise their salarys when they give other employees a raise. the cap is 5% and I don't think we have ever gone that high...however, I could be mistaken.
I voted in favor of changing the name from Simi Valley to Santa Susana. I preferred it over Simi Valley, even knowing the historical significants of it. I Don't think the property values would be higher.

When California Speedwash opened Lenny Dystra's responded by raising the price of every carwash by $5 and their service actually became slower. I thought increased competition was supposed to lower prices and improve service? Why aren't the laws of capitalism working in Simi Valley?
I've heard from different residents in our community and from what I am hearing, Lenny is getting a lot of business just cleaning up the mess the "speedwash" is making on the cars they just washed, so that car wash is a $$$ for Dystra.
My guess is Lenny's looking to sell. It would make sense to inflate a quarter or two of earnings by temporarily raising the prices and laying off some workers. The loss of some customers is more than outweighed by the short term boost in the ledgers and could help get a bigger sale price than is really warranted. I suspect Lenny's advisers have maximized their tax write-offs and don't see much future revenue growth with the introduction of more competition.

Would more coffee shops lower the price of my Mocha Latte? I don't think true supply and demand applies here in Simi Valley... There's too little available space for more commercial buildings. Maybe the Council and planning dept. could start rezoning for commercial use some of the older housing tracts... The tracts between L.A. Ave. and Cochran might make for a nice business zone. I'm thinking the "greek" tract, for sure.
What do you think? Rezoning might help improve the decline in housing prices around here.
