APPLICATIONS FOR
VOLUNTEER POSITIONS TO COMMITTEES AND BOARDS
SIMI VALLEY, Calif. -- Ventura County Supervisor
of District 4, Peter C. Foy, today announced he
is accepting applications for 11 volunteer
positions on several Ventura County, Fourth District
committees and boards.
Two positions are open on the Air Pollution
Control District Advisory Committee. The
committee ensures that all parties have a forum for the
discussion of APCD rule development activities and
other air pollution concerns. Members serve
four-year terms.
Three positions are open on the Alcohol and
Drug Advisory Board. The board advises staff and
service providers on the needs and quality of
services provided through the Ventura County Alcohol
and Drug Programs. Members serve three-year
terms.
Two positions are open on the Commission for
Women, Ventura County. The Commission provides
information to the Board of Supervisors on issues
of interest and concern to women of the county.
Members serve four-year terms.
One position is open on the EMS Advisory
Committee.
Two positions are open on Mental Health
Board, which serves as a liaison between the Board of
Supervisors and the Behavioral Health Department
to oversee and advocate for the mental health
system. Members serve three-year terms.
One position is open on the Tobacco
Settlement-Allocation-Evaluation Oversight Advisory
Committee. This committee advises the Board of
Supervisors by annually presenting Tobacco Settlement
Allocation Plan on sources and users of Tobacco
Settlement Proceeds. Members serve two-year terms.
Applicants must be Fourth District residents,
which include Simi Valley, Moorpark, Somis, Las
Posas Valley, Santa Susana Knolls, Box Canyon,
Chatsworth Peak, Home Acres, Sinaloa Lake, and Tierra
Rejada Valley.

I'd be pleased to serve on the Municipal Advisory Committee for the East Valley Unincorporated Areas.
I think Bush will impeach himself before Peter Foy appoints GS. I think the seat would remain vacant until anyone but GS applied for it.

Who are you daring??? Me or Mr Foy?? I don't think Mr Foy would have a problem with me on such a panel but his backers would never allow him to do it. In any case there first needs to be a MAC. Maybe I can be on the Sub-Committee to Determine the Viability of a Municipal Advisory Committee For District 4's East Valley Unincorporated Areas Determination Board (SCDVMACD4EVUADB) instead.
If Strickland and Osborn like GS that is what counts, since they will be telling Foy who to appoint.
I am against anything that has as many letters as "SCDVMACD4EVUADB". Nothing good can come out of it.
If Foy appoints GS I will nominate him for ax burier of the year.

Maybe Glen Becerra should apply to help Simi Valley get more attention from the county government. It would be nice to have someone from Simi Valley there.
I'd like to serve on the Alcohol and Drug Advisory Board, but need more information on times and so on. I'd like to know more about prescription drug abuse that seems to be spiking in local areas.

I heard that the Drug and Alcohol Board may merge with the Mental Health Board so you may want to talk to one of the board members to see what type of time committment will be involved.
When I was on the MHB I spent a minimum of one day a week at meetings, preparing and traveling to Ventura. So there were weeks that I would spenc 10-30 hours. I served on several sub-committees as well. Housing, Finance, Children's and anti-stigma committees. General rule is when you serve on a Board they expect you to serve on at least two sub-committees. These meetings were all held in Ventura with no stipends, mileage, it is purely voluntary. I also served on the County Schools Advisory committee concurrently between the two it was practically a full-time job.
I believe in SV the Planning Commission Appointees receive as much as a Schoool Board Trustee in stipends and if I am not mistaken health benefits. Maybe Barbra could comment on that.
The Acorn this morning quotes Foy as saying Creationism should be taught and that he and Matthews and Osborn want a Taliban style takeover of VC. Foy is quoted as saying a worm cannot turn into a dog, but Foy proved a slimy worm can turn into a County Supervisor, proof of evolution.
10-30 hours a week? That pretty much puts it out for range for anyone except the wealthy or the retired.
Mr. Blough what qualities would you be bringing to the table? Is it a position for you to learn or do you have some unique quality to provide?

Thank you for the insight on the time commitments that would be required. I already drive to Ventura once a month for free, so I'm not sure adding more would serve the community the best as would others with more time than me.

Thanks for the question. I'm usually not as good at answering questions as Barbra or Donna or some of the others who tend to know a lot, so I'll do my best.
In terms of wanting to serve, I think it is both a learning opportunity and a chance to impact lives. So, yes I would learn a great deal about services and the people that are impacted by drugs. You have to wonder about people who get into office or on boards and it doesn't change them, don't you?
In terms of personal qualities, I'd just say I'm a pretty regular guy who works a regular week and sits in traffic in my beat up 94 ranger with a crappy clutch and broken left speaker that goes in and out to the beat. I have the same insecurities everyone else has about paying bills and keeping my life together.
And for a lot people, the pressure I see in the workplace and in the home or in school is enough to break you down into little pieces without the right attitude to absorb it and turn it into something positive. I have seen what drugs and alcohol have done to some of my peers. So, when boards come up like these, I try and make the time to serve and help.

While you certainly get an A for creative writing skills, the language of the Acorn article and Foy's position on creationism might be based on a misunderstanding.
First, has anyone actually read the Prentice Hall textbook in question?
If you have and I haven't, does the textbook actually use the term "survival of the fittest" while teaching evolutionary biology?
If it does, then the biology textbook is based on social Darwinist thought and I would understand why Foy and others would want to add a creationist point of view.
Since November 06, I been slowly reading Darwin's "Origin of Species". To my knowledge so far, Darwin never used "survival of the fittest" it was a phrase coined by Herbert Spencer, a social theorist.

I do not want to discourage you from being on a Board. My experience is that like most committees or Boards 10% of the Members do all the work. Others just show up once a month to vote and do not become involved in sub-committees where the real work is accomplished. I am not discrediting the value of the other 90% that are Board Members because they add to the discussion at the General Board/Comm. meetings and are a cross representation that helps Members to make recommendations on policy for the benefit of all citiznes. Short version...it is not necessary to spend 10-30 hours a week, you could probably get by with an average of 3-10 hours a month.
I liked to visit facilities and educate myself in my spare time so I invested more on average than most Board Members.
I guess the important thing to consider is do you believe you will bring something to the table and be able to disseminate what you learn and make it apply pro-actively to your community as your district's representative. Knowing you Scott, I do believe you have qualities and value to add to public discussions and are extremely knowledgeable about public policy/administration, so I would go for it!
Members of Boards throughout Ventura County were sent letters regarding their appointments asking for their qualifications, resumes etc. In the same envelope there was a form to be filled out to offer their resignation if they did not want to provide personal information or continue to serve.
I believe that the power shift is doing an audit to find out who the individuals that are on the Board are and who their political allies are. The message that is being sent is are you with us or against us, prove it!
Big Brother is watching and he doesn't want anyone on the inside unless they are from the same family. Big Brother also does not want someone from the rival tribe involved in government boards or committees earning a good name and respect for themselves. God forbid they beef up their resume with community service and accomplishments that can one day look good on a Campaign Flyer if the rival run's for office.

Comments such as these do not serve the purpose for which these blogs should. If you need to name call I suggest you do it somewhere else. No one takes you serious when you write pointless, hateful comments.

1 more thing... Its amazing to me how all you people talk about how Foy doesnt listen and Foy is trying to accomplish his own agenda, etc and here he is opening everything up to the public and no one appreciates the oppurtunity to get involved and actually make a difference. I would be more than happy to apply, only I know Peter Foy would never accept me, because he knows me and that I didn't support him in his election...
I serve on other boards to help the community and beyond all that, Peter Foy still has no idea how government works...

I have lost all hope that any thread involving Peter Foy can be discussed on this blog in a civil manner. Is it too much to hope for a reasoned, intelligent discussion of the topic? The whole purpose of this thread is to get people involved with their local government by working with their elected representatives. What is so difficult about that? Yet over and over these threads turn into the same tired, ugly venemous attacks. Too bad.

Nice way to twist the facts. Standing up for the principle of free speech does not mean that you have to agree with the writer. You just don't seem to get it. I also stood up for the rights of Ward Churchill, but as usual I am attacked by people who like to cherry pick their information. If I stood up for the rights of gays to demonstrate, does that make me a homosexual? According to your logic it does.

Hey Brian, given how many of the regulars around here like to bash Peter Foy why don't you start a thread on todays article in the Star that was very complimentary toward our new Supervisor. What was most interesting was the favorable statements made by all of his fellow supervisors Bennett, Flynn, Long, and Parks. It is one thing for people on this blog to make statements about Foy, but I think some weight should be given to the opinions of his peers on the Board of Supervisors.
I think a specific thread on this article is in order, especially considering what a bad rap Foy has been getting on your blog. It only seems fair that our newly elected Supervisor be given a fair chance to prove himself and the positive review of his first 60 days in office by the Star should be discussed on your blog.
