In Moorpark Time Warner was fined $25,000 for poor service. This is a question for local Time Warner users.


How's the service?


This issue becomes political because the government hands out monopolies to service providers like cable and in return preform some oversight.

Anyways, I haven't had any major problems.

Do I get my gold star now?

I have received nothing but negative comments about the Time Warner service and personally experienced their poor service.

The service standards in quasi-monopolistic industries has deteriorated terribly and the consumer is left at the total mercy of the provider. We have seen this in airlines and now cable TV.

Since the state and federal governments have pre-empted so much local control, they should take the lead in providing a customer bill of rights and protections to ensure some basic level of customer serivce to the end users.

As for Moorpark, I was on the ad hoc committee that drafted the franchise agreement. We have a $25,000 letter of credit from which the fine money can be collected. You know me Barbara; would I have a procedure in place without a way to collect? lol. Once that money is tapped, TW is contractually obligated to replenish the letter of credit.

Hopefully, we will see an improvement in service. The bigger question at issue is whether or not it is a good thing to take control away from those most responsible to their constituents and leave consumers without any real recourse for thieir problems.

I want you to negoiate the next Time Warner Contact for the City of Simi Valley...You are the Man! My hat is off to you and your fellow Councilmember for really working to get your constituents the very best service that is available. I hope TW wakes up and smells the coffee...Good job!

To "read the article"... Just because a rooster crows and the sun rises, doesn't mean the rooster should assume he caused it. Thanks for the plug, but there are plenty of articles out there showing this is a nationwide trend.

Councilmember Millhouse:

You spoke of a letter of credit being drawn on as part of your contingent planning. Technically, a letter of credit can only be drawn on if certain factors occur sometimes ending in a legal dispute.

Can you tell us what factors contributed to the letter of credit being drawn upon and does Moorpark anticipate a legal dispute from TW who has some pretty deep pockets?

Scott Blough saw a problem and was writing about it back when nobody else was and for that he deserves credit.

It is okay to be modest Mr. Blough but be proud.

What will you be working on next?

Hi Scott, the City hasnt yet drawn on the letter of credit. You are right that there are some procedural hoops that we have to go through, but I am sure the City Attorney will guide us through those if and when the Council gets to that step. As for a legal challenge, TW could always try to be the bully, but they would have no legitimate basis for it and I believe it would be an even greater PR blunder if they did that; but we will have to wait and see. Thanks for the question.

Hey Keith, get a dish!

Time Warner accused me of providing a bad check and put me on cash only & $25 late fee. They were very arrogant claimimg it was my problem and to talk to the bank. Turns out they convert the check into electronic banking and transcribed the numbers wrong. BofA stated they seen others like that from TW. Bye, bye Time Warner. I have a choice in TO.
