It's not even close to the Reagan Library...Its to the Northwest as you're driving the 118 Freeway
Its just north of the Rocky peak exit up the road that winds to the peak. They were filming a Tom Cruise, Meryl Streep movie set against the Afghan war and carted the white stuff in as a standin for snow.

The photo is taken on the North side of the 118, facing West. It is somewhere in the hills southeast of Hummingbird Ranch, and slightly West of the box Canyon exit. You might see the welcome sign on the other side of the freeway.
