La Conchita's tight situation

Beyond the ever-present landslide situation facing the community of La Conchita, the Union Pacific Railroad has added to their woes, fencing off an area adjacent to its tracks that the community had used for parking and recreation. This move also cut La Conchita's access to the beach (via a culvert under the 101 freeway), a move the Coastal Commission has said is probably illegal. Now what are the residents to do, run across a busy freeway?
