The state legislature has moved into uncharted waters: the longest period of time ever without a budget, and both sides are entrenched in their stubborn positions. Part of the problem is the lack of moderates and compromisers in office -- with politically-safe districts that encourage candidates who appeal to their party bases, not crossover voters, the legislature is more likely to be made up of partisans rather than negotiators.
