What was that about waste in districts?

Almost 7,000 school district employees will have to show up at district headquarters this week if they want to get paid. Dateline - Oakland, CA

I agree - But you have to admit, for almost 6,000 to even HAVE to go through this is a waste. Of time, resources, trust and potentially (and probably) public funds. I cannot remember another instance of "hey - can you show up here so we can prove you exist so we can pay you?"

Doesn't that district have a regular and systematic method of checking up on employees, verifying payroll and work being completed etc...?

If just 3 employees are "ghosts" that's potentially over $100,000 in salaries and benefits that should be going elsewhere, or better yet, in the classroom.
