College parking issue

In the spring of 2002, Ventura County voters approved the passage of Measure S, which authorized $356.3 million in bonds to be paid to the Ventura County Community College District. From those funds, Moorpark College received $131 million for structural modernization. 
 
Moorpark’s administrators had marketed to the public that successful passage of Measure S would provide the necessary finanical resources to construct additional student parking. The college’s lack of readily available parking contributes to hectic students driving in and out of the 12-plus parking lots surrounding the campus, searching for a parking space, and then back out onto the main thoroughfare, causing congestion and accidents.

Students had taken to illegally parking in nearby residential neighborhoods. They were ticketed for illegal parking on residential streets but were not required to pay the fine. This lack of student accountability by local officials was designed to frustrate citizens into supporting Measure S.

After Measure S passed, Moorpark College re-striped their parking lots to increase student parking by 700 spaces. This was a temporary solution until long-term parking could be implemented.
Once again, Moorpark College administrators are saying they do not have the funds to construct student parking. This is not true. The college has the Measure S money and currently owns eight acres of land on the east side of the college for construction.

North Park has waved the proverbial carrot, and college officials have suddenly developed amnesia concerning their prior commitment.

It seems the college is intending once again to frustrate students and citizens with increased traffic congestion in an attempt to garner support for the massive North Park project. It is no coincidence that North Park is coordinating its September special election to accompany the return of Moorpark’s college students for the fall semester. They understand the college’s inadequate parking is key to the community traffic congestion and are using it to market their dubious traffic mitigation plan. Common sense dictates that the massive proposed North Park project will only increase local and regional traffic.
