When is a baby a baby?

Re: Conny Kurtenbach's Dec. 6 letter, "Setting the record straight":

Kurtenbach wrote, "For your information, a fetus becomes a baby on the day it is conceived."

I wonder what reference material he was citing. I chose the Oxford American Dictionary, which defines the word "baby" as a "very young child or infant." Nowhere does it mention conception in its definition.
