Bureaucratic bungling

Re: your May 6 public notice on Page A11, “Camarillo Airport:

The U.S. Army Corps of Engineers’ announcement of its inspection report on Camarillo Airport makes one wonder if they really want anybody to read it. The URL is nearly 90 characters long. Assuming one gets through that without a mistake, the resulting Web page has another link. After that, there’s some instruction on how to download the report — that is, if one has the time and/or patience. It is 43 megabytes.

There should have been one simple link directly to the report. Further, given the massive size of the file, there should have been an extract giving the summary and findings of the report. Why is this so difficult? This is just another example of mindless, unthinking bureaucracy in a government agency.
