Universal healthcare plan
A sign of trouble for Arnold's universal healthcare coverage proposal: a model he wants to base it on has monthly fees of hundreds of dollars, with an annual deductible of $5,000, enough to scare away a good percentage of those he hopes would embrace the proposal.
